Implement hardware watchdog to reset the gateway #2

In initial testing of the nanogateway the LoPy hangs periodically. I wired up the TPL5010 hardware watchdog which is tickled (P9) when the gateway receives UDP traffic from ChirpStack.

Early indications are positive that the TPL5010 is resetting the gateway.
