a mode to mute unregistered users and show a helpful error #325

would function basically the same as +q $~a but, like +r, would give an explanation to the user as to why they cannot speak. feels like muting unregistered users is enough of a usecase to warrant this

noticed this exists as +R

scratch that, this mode appears to just pretend to be +q $~a which i assume does not give a helpful error
