Run detect_os automatically. #18

Which would result in a bit of simplification and would prevent human errors when manually building and copying the tree from one OS to another.

While at it, write $PYTHON_PACKAGE_VERSION to BUILD_ENV_VARS too. To be used in GitHub actions to output the exact link for a newly-uploaded package.
