Export PIP_INDEX. #28

From Adi today on #chevah: _one minor update is to also export PIPINDEX so that you don't have to define it in both paver.conf and pavement.py ... pavement.py can get the URL from the environment.

And the name should be PIP_INDEX_URL, the standard name used by pip.
