Added the 2023 Maroon Survey Jupyter notebook.

[x] I ran it sooooo many times last year.
[x] Updated .gitignore so Jupyter notebook checkpoints are ignored.
[x] Added a private_data folder so we are not storing data that could easily identify Maroon members.
