Earlgrey: missing support for drive strength #663

Yosys currently doesn't support driving strength, but it is used in prim_generic_pad_wrapper.sv file.

Selecting xilinx as default prim implementation (instead of generic) doesn't give us this file and xilinx implementation doesn't have drive strength stmt.
