Renamed SymbiFlow references to CHIPS Alliance and F4PGA #157

These changes rename all SymbiFlow mentions with the exception of TODOs mentioning issues on SymbiFlow GitHub (./requirements.txt:7, ./fpga_interchange/convert.py:49).

What is probably worth the greatest attention are the changes in ./setup.py script (fba8b2521738b26084f7ced3171a52f0f14b3286).
