extend <viewRefreshMode> to have multiple values #287

Which products are relevant to this feature request?
KML 
and indirectly Google Earth. 

What should this feature enhancement do?
Allow the specification of multiple values to <viewRefreshMode>. For 
example if you give a view-based network link in Region (so that it would 
only work in certain areas) then need *onStop* for the VBNL to work, but 
also need *onRegion* for the link to work.
(I've also added comment to Issue 212 to suggest adding onTime) 

Are there any currently known workarounds that produce the same, or
similar, result?

have multiple levels of network link one for each (or at least think this 
will work!)
