(ENGTASKS-1934) Vagrant Box version management #73

This PR adds information about Vagrant Box version management.

Specifically, it adds a (commented out) seeing in the Vagrantfile the allows specifying, or constraining, the desired box version. If this is left commented out, then the latest version of the official box on Vagrant Cloud will be used.

It also adds information to the READEME regarding how to use the above setting, as well as how to upgrade an existing testing environment.

I have validated the upgrade instructions in my own instance of the testing environment.
