SPKTAG as a seed that can be used by both spiketag and the FPGA #28

Right now SPKTAG supports restore sorting from SPKTAG file.

The same file can be used by FPGA to run the model. This means to add the data structure that FPGA needs into the SPKTAG (single-units model)
