Couple issues with Nat Pagle.

Current Behaviour

Nat Pagle has a couple of issues. After completing Nat Pagle, Angler Extreme and Nat's Measuring Tape, he will now provide the Gahz'ranka dialogue. He will also have a vendor icon from henceforth.

Expected Blizzlike Behaviour

The gossips relating to the mudskunk lures are in the wrong order.

When selecting the option "How do I catch the mudskunks for your lure?" there should be gossip options for his dialogue.

He should also only ever have the chat cursor when hovering over him, even after completing the various quests he is related to. This is likely related to the behavior observed in this AC issue.

Extra Notes

Interestingly, the issue about his cursor icon has been brought up before, but the expected behavior related to the conditions for the vendor icon is unsourced and likely an assumption.
