Added NVD link to Vuln title in Vuln Details page (CRASM-627) #730

Users can now be sent to the NVD listing for a vulnerability by clicking on its title when inside the respective Vuln Details page.

🗣 Description

Added styled button and end icon to match similar form and function in All Vulns table.

💭 Motivation and context

Closes CRASM-627

🧪 Testing

Tested locally.
