Remove several agency records from federal agency file and update CSOSA's name

Issue description

There are some agencies in the Federal Agencies table that aren't federal agencies, and some duplicates, which were variations on the Agency name. Remove them from our federal agency file, so that it loads the correct data in all environments:

Make modifications to the federal agency file as defined in the AC below.

Acceptance criteria

These entries are removed from the agency file:

• [x] Public Defender Service for the District of Columbia
• [x] Office of Compliance
• [x] DC Pre-trial Services
• [ ] DC Court Services and Offender Supervision Agency (duplicate, keeping the similar entry without "DC")
• [ ] The Executive Office of the President (duplicate, keeping the similar entry without "The")

The following entry is updated in the agency file:

• [x] Court Services and Offender Supervision needs to be Court Services and Offender Supervision Agency.

I made these changes to stable environment, manually, on 7/3. Except for deleting "The Executive Office of the President"
