Technically the local part of an email address is supposed to be case sensitive (RFC 5321), but since no modern email systems treat it as such we shouldn't either.
@bjb28 noticed a case where this was causing a domain (fec.gov) to be incorrectly penalized for failure to comply with BOD 18-01.
(I verified that we are indeed still receiving DMARC reports for fec.gov, so AWS SES definitely does not care about the case of the local part of the email address.)
