IDEA GATHERING: User cannot add idea to folder #1703

What is the problem? Tested in Google Chrome in incognito mode

User had 1 idea in this topic: https://app.citizenos.com/en/topics/63fbb9ac-d9d1-40cb-a795-188fba61a7d2#ideation but when they clicked on folder, the idea number was set to 0 and they could not add the idea (see screen recording)

Why is this a problem? Users won't be able to add ideas to folders

Possible solution. Users should be able to add ideas to folders
