[Enhancement] Mobility Bond Map MVP

Description

Create a new AGOL map utilizing a filtered view layer from the existing Moped Database Viewer to display only relevant bond-funded construction projects.

Acceptance Criteria

• AGOL map is created in Experience Builder
• View layer is pulled from Moped Database Viewer with appropriate filter(s)
• Layer displays key fields for bond project including
  • Program name
  • Project name
  • Date of construction (start date if in progress, completion date if finished)
  • Status (only include 'in-construction' and 'post-construction' statuses)
  • Funding source (bond year like 2016, 2018, 2020)
• Determine filter functionality in Experience Builder
• Map is embedded on mobility bond program webpage

I believe that we wanted to look at the look at the bond tags and/or funding sources to decide which one would be preferable for filtering the projects in the viewer. @chiaberry does that sound right?

@patrickm02L sounds right to me -- either option returns a different number of projects, not sure which is the one they want to go with.
