Create a privacy notice web page based on the final text for #1073

Action Items

Web page should be similar to the 311 data page except use our own text. Must be accessible on footer. Don't need to have this in the main menu.

• [ ] create web page for privacy notice using final text from #1073
• [x] add privacy policy link in website footer
