Civilian Character Creation Level Requirement #724

Require a person to have Total Level (1) to play on the civilian faction to avoid new players being confused, and ensure they begin their server experience on Foundation.

This is already a feature for UNGOC

Closed. Another ticket created to remove the fake illusion of choice. New players will be prompted to instantly create a foundation character as their first character, before being able to pick other factions. (https://github.com/civilnetworks-projects/SCP_Public_Development/issues/725)
