Update to latest Primer3 version #17

Need to check against the latest Primer3 version, which I am hoping is somewhat stable.

This should include all tag set changes from 2.0.0. I haven't really tested it since I haven't get any data to generate primers on, though.

Testing against primer3 v2.3.7. If these pass I'll push a new release, but I'll need to recheck the latest primer3 documentation to see where this stands
