Windows tag still in php7.0 #94

Hey,

Title is pretty self explanatory, but the windows tag of the apache image is still on php 7.0. The dockerfile on the windows branch is also missing, so I can't adjust.

Could you update this, possibly include the dockerfile too?

Also, could you mention what differences exist between latest/windows/mac tags?
