fedora-installation-guide: update Fedora versions supported

Update the versions of Fedora that are supported by Clear Containers 3.0 to Fedora 26 and 27. These are the only Fedora versions currently available in OpenSUSE OBS repo (http://download.opensuse.org/repositories/home:/clearcontainers:/clear-containers-3/)

Hi @gvancuts thanks for the update! The CI's are failing as you'll need a 'Fixes' line in the commit, as detailed at: https://github.com/clearcontainers/runtime/blob/master/CONTRIBUTING.md#patch-format

You'll need to open a (simple) Issue, and then add that Issue number in to the Fixes line. I know, the Issue is almost as much work as the fix - but it is our defined workflow.
