When I was setting up acceptance tests for the rds broker in https://github.com/alphagov/paas-rds-broker/pull/31, I noticed that our govcloud deploy doesn't trust the root cert for govcloud rds. I set it up on staging, but we should also add to prod, and document and/or check in the certs.
