Include licenses in the final bosh tarball.

Because there is no proper attribution of the vendored dependencies, use a wildcard to keep all licenses in place.

Part of HPE and so I should be part of the corporate CLA. Adjusted my organization privacy settings so hopefully the next PR's will automatically be verified.
