Revert PR#1697 (split out locket into its own instance group) #1725

Upgrade tests are failing on master since #1697 has been merged (but curiously passed during CI of the PR itself).

Backing out this PR for now, until the upgrade issue has been resolved, because it is in the way of getting other work merged.
