Openstack Xena support #246

The new fog-openstack v1.1.0.pre release fixes some bugs (e.g. https://github.com/fog/fog-openstack/commit/b1ea3a3b12ba2fc8bfa4b70627c592733c34a3b6) and works with Openstack Xena.

@kinjelom Thanks for your PR, does it make sense to wait for a stable version of the fog-openstack gem, instead of bumping to a .pre version?

I don't know when the stable version of the fog-openstack will be released. Maybe CPI should also be released as a pre-release? It works for me, tested on Openstack Xena https://github.com/kinjelom/bosh-openstack-cpi-release/releases/tag/v47pre
