Add Experimental OTel Collector #82

Updates written documentation and architectural diagrams to reference the new, experimental OpenTelemetry Collector.

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.

@anita-flegg we don't think it's necessary to remove all mentions of Prometheus at the moment. We're in the process of adding the OTel Collector, which also provides Prometheus scraping. In the future, we may want to remove references to Metrics Agent, but we're not quite there yet.
