When updating php version lines, automation not replacing latest with oldest #1112

See #1096 and #1108, the latest is not replacing the oldest. (e.g. #1108 - it's should have removed 8.1.28 and not 8.1.29 to accommodate 8.1.30) Fix the automation issue
