Enable only save PB replays #27

Add option to only save PB replays. This will also require support from dustkid. Additionally users should be able to change this option from dustkid itself without needing Dustmod.

Added option and backend support to dustkid at https://dustkid.com/playerconfig

Still need to add Dustmod client support.

Will also likely change the default to only save PBs for non-dustmod users to not suprise new players with having a surprisingly large amount of their gameplay being tracked and publicly visible.

Eh, I think the dustkid option is probably good enough.
