Add the functionality to enable popups through the layer configuration file to include the behavior found at https://geonet.esri.com/thread/159817
This is an enhancement request

You can configure popups on layers through the LocalLayer Widget's settings menu, when building an app. Does this cover your issue?

I saw this option briefly and now it's gone. Any reason the enable pop up for all layers has been removed? This was a really great feature and was hoping to be able to enable this again. Please let me know if I am doing something wrong.
