Working revision for V3 electronics with added code for xtalk measurements. Not compatible with V2 electronics.

Description

Also continues spurious commits due to develop branch of the central repo is very old

Motivation and Context

Required to run the V3 electronics at the QC8 and integration stands

How Has This Been Tested?

Compiled and ran under gemuser account at gem904qc8daq PC.

This is to have a placeholder for V3 development. The V2 legacy can sourced from the other branch and no new developments is foreseen for it (eventually the support will be dropped as we won't have V2 detectors...)
