[DQM] [L1T] Set up a layer1+layer2 emulator chain #21710

Overview

This issue is a follow up to PR #21392 where the EMU modules of the L1T DQM have been removed due to a large number of messages in the logs. The modules for layer1+layer2 emulator need to be included in the DQM offline paths and the EMU L1T DQM modules for Jet&Energy sums, EGamma, and Tau re-enabled.

DQMOffline/L1Trigger/python/L1TriggerDqmOffline_cff.py (add layer1+layer2 emulator modules)
DQMOffline/L1Trigger/python/L1TriggerDqmOffline_SecondStep_cff.py (re-enable EMU modules)

I doubt it still is, given that those two files have changed a lot in master version since then and the proposed change is probably outdated but I let @kreczko to confirm Thanks
