Define a process for WG lead transitions #1308

It looks like we have no documentation on how lead transitions for a Working Group should work.

We currently have documentation around only these related topics:

We should also define a process for how new leads for WGs should be proposed and who needs to approve them.

@leonardpahlke submitted https://github.com/cncf/toc/pull/1195 to merge the overall TAG leadership structure but the PR has languished and the work is being picked up again in a https://github.com/cncf/toc/issues/1283. TAG Security maintains https://github.com/cncf/tag-security/blob/main/governance/process.md for facilitating leadership and projects (working groups) specific to their structure. This is linked off the leadership roles and contributor ladder issue.
