Bear for vala #101

We want a bear for Vala. It'd be good for gnome (considering we have a builder GSoC project proposed)

if there is no vala linter out there this might be quite challenging, I think there are some drafts or something? I don't know. Needs info.

Would like to work on this if a Vala linter is still needed. ;)

I'm unable to find a suitable Vala linter that is being maintained currently. Although, https://github.com/elementary/vala-lint is a good option but this one isn't available on any package manager and requires building it from source using build tools like Meson and Ninja. How do I approach wrapping it?

Just require the tool to be in the environment and refer to the install guides in the bear-docstring of vala-lint.
