Build & Publish OCI image #4

We want to mainly distribute this project as an OCI image once we have pre-built Linux packages. We want to offer the image in the following ways:

GitHub Container Registry: https://docs.github.com/en/packages/working-with-a-github-packages-registry/working-with-the-container-registry
openSUSE Build Service: https://openbuildservice.org/help/manuals/obs-user-guide/cha.obs.build_containers.html

As a base image, we want to use the latest stable bci-base image from SUSE: https://registry.suse.com/bci/bci-base-15sp4/index.html
