[DOC-11285] Add deprecations and backward-incompatible changes for v24.3

This commit adds two includes, which should each be included in the v24.3.0 GA notes. We can merge this at any time. We should monitor the remaining betas and RC to catch any new ones, but these tend to be in place by the first beta.
