Switch PR Merge Schedulers? #71

The current GitHub Action that schedules PR merges is not meeting out needs. Should we try this one? https://www.prscheduler.com/docs

It would need to be installed on the Code4Lib GitHub account. It's free for open source project public repos.

Sounds like a pretty stratight forward process to me. I like that one can change the schedule via the comment if needed.
