Email triggered to admins when seat limit reached #23

This is possible via SFDC/Marketo and should require little to no engineering effort - this unfortunately does not help self hosted users as triggering emails from Codecov would require SH users to setup an SMTP like sendgrid themselves. This is less than ideal - in product is a better avenue in this case.

Initial attempt at this has shown that the fields in Marketo we were hoping to rely on don't seem to be as reliable as we thought and so we need to determine how to get the proper info into Marketo.
