Add line item data for current contracts

Using crowdsourcing service (Mechanical Turk, CrowdFlower, etc.), get all the contracting data into a machine readable format.

@hamhands this is something that people really want, so we should figure out a way to deal with it.

My intuition is that something like crowdsourcing items will be a pretty valuable feature. Once this switches over to using a backend like the contracts-api instead of its own DB, it could probably be pretty valuable.
