Update EcmaScript Version, Format, and Lint

The following changes are proposed in this request:

This request changes the EcmaScript version targets in tsconfig.ts and .eslintrc to es2022.
Semicolons are set to be formatted by the Prettier formatter. A change has been made to format *.tsx files in .prettierc.
The modern React JSX transform no longer requires that users import React in JSX files. The ESLint rules React/react-in-jsx-scope has been turned off.
The prefer-const linting rule is set. Several variables that aren't reassigned are changed from let to const variable declarations.

@NathanWEdwards or @bryanparmelee - i'm guessing the merge conflicts here are based on the changes from other merged changes - which is what happened to Bryan's PR earlier.

The merge conflicts are from formatting and linting changes.

I'm going to close this PR and have the ECMAScript version change and formatting/linting changes as separate pull requests.
