Find out a hugo rating plugin #12

Would be useful for rating articles like Poradnik. Right now it lost its rating feature provided by Elementor.

@ziobron We might try to use Staticman (https://staticman.net/). According to this, it can by applied to Hugo.

@kawapa This Staticman looks promising. I would go into it because it is really extensible. Probably a few days to play with it for me. It's low priority, so probably it's gonna wait some time.
