Add a setup.py #8

This file can be used to:

make sure all the correct packages are installed (numpy, matplotlib, 3.x compatability stuff)
automaticly update .ipython/profile_default/startup/ipython_config.py file to add Py3D to path
other stuff?

This issue it required to be fixed before issue #7 can be addressed. I have begun working on this issue on colbych/Py3D/tests
