as per quanta design. why?

works better on mobile. tabs don't really make it easier to get to or more obvious where it is

Tasks

[ ] main toolbar icon to toggle page/meta data settings
[ ] quanta toolbar menu item to toggle block settings
[ ] close button to hide settings
[ ] remove tabs

What to do about "layout" tab

[ ] move "layout" widget to page/metadata
[ ] Containers will display parent settings and allow selecting parents
[ ] quanta toolbar should appear in admin UI even if can't appear on frontend, so can move blocks up and down.
