chore: don't select any product area in doc microsite release notes

Description of changes This PR changes the behaviour of the getReleaseNotesUrl function by adding the ability of defining a set of microsites that will always ignore the productArea parameter when generating the release notes URL. This is useful for glossary page that exists in the /docs microsite and it should link to an unfiltered release notes page (with products tab selected)
