Update waf to 2.0.24 #34

The waf currently included is not compatible with Python 3.11, hence the need for updating.

The file comes from the official site (https://waf.io/waf-2.0.24). Please check on your side that the change is genuine, for security.

can confirm that the signature matches waf 2.0.24 and happy to merge this, thanks again!
