Use `conda-build` version `24.3`

To workaround a bug found in conda-build version 24.5.0 ( https://github.com/conda/conda-build/issues/5342 ), pin to conda-build version 24.3. More details in comment: https://github.com/conda-forge/cuda-nvtx-feedstock/pull/16#issuecomment-2111240599

Have applied a subset of re-rendering changes to make sure conda-build is correctly pinned. The rest of the re-rendering changes need PR ( https://github.com/conda-forge/cuda-nvtx-feedstock/pull/13 ) to be applied correctly. So will handle those in that subsequent PR
