ENH: Add aarch64 and ppc64le Linux builds

Enable builds for platforms: linux_aarch64, linux_ppc64le.
Remove ignore_run_exports_from of cxx compiler as needed for fcc script.
Add pkg-config and gnuconfig requirements for cross-compilation.
Ensure correct OS-version of strip is used for cross-compilation.
Temporarily patch fcc's paths to remove any use of BUILD_PREFIX and replace with PREFIX. This is not ideal and should get fixed elsewhere.
Bump build number.

macOS arm64 is failing with

extracting the Fortran libraries... ok
does /Users/runner/miniforge3/conda-bld/looptools_1732548389503/_build_env/bin/arm64-apple-darwin20.0.0-gfortran append underscores... error linking Fortran and C

so will need to debug later.
