Supersedes #302 and puts 3.5.0rc1 on the matplotlib_rc channel.

Ok so the only failures (drone will fail) are due to lack of fonttools on aarch64, ppc64le, and pypy3.7. The upstream PRs (https://github.com/conda-forge/fonttools-feedstock/pull/79 and https://github.com/conda-forge/unicodedata2-feedstock/pull/15) are going for PyPy3.7, and I've got a PR to kick off the migration (and any needed deps) for aarch64 and ppc64le.

I'm going to merge this so I can get the packages I need for testing elsewhere for the RC, but will keep pushing those so that hopefully we can get matplotlib 3.5 final without dropping any of the architectures supported in <=3.4.
