Restore copies of `sync.yml` files #978

Description

Since conda/infrastructure is now juggling two types of sync workflows (the old sync.yml and the new update.yml) we need to preserve two sets of templates (see templates and the new sync folder added here) to serve to the downstream repos in order to avoid pushing templated files.
