I suppose it is not a solution, but maybe it helps with investigation. I got the same issue when starting dev container in VS Code. I have Windows machine and podman desktop. When I used
--secret=id=my_token,src=sec.txt" in build.options in .devcontainer.json
I was getting the same error as shown in this issue. When I used
--volume=ABSOLUTE_PATH_TO_DIR_WITH_MY_TOKEN_FILE:/run/secrets
it is working.

podman build
in Windows. Same Dockerfile and script works fine on a Mac.Will appreciate feedback and workarounds, if there are any...
