Managing members : CSV members import/export #3666

Juste to add to members module the ability to import/export list of member in csv format.

There is an 3PEX "frontenduserimport".

I know it but as long as I've tried, I never managed to import anything (with Contao 2.8.3 and it supports max Contao 2.8.1). Sometimes it answers that it couldn't import anything because login and email must be completed(with this message repeated for each line to import) ; but they are. Sometimes I have the Contao's yellow error message.

I probably have a problem with number of rows or the delimiters (';' between fields but which one between records ?)

I've developed a CSV import module for Contao that is pretty robust, it's not public as it's been developed for a client. But we could look at some form of licensing?

To give a brief overview of the Module, it requires a small bit of configuration by an Array but there is the possibility to define sanity routines to ensure data is cleaned before importing. Then it provides a report of which rows failed and the reason why they failed.

I'd love to release it into the Core, but it's been written for commercial work.
